SCOPE:

Under direct supervision, this position is responsible for the administration of contracts to ensure fulfillment of contractual and fiscal performance obligations.  This position reports to the Contracts Director.

All services shall be provided in accordance with established standards, principles, and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

DUTIES AND RESPONSIBILITIES:

Perform and/or provide direction and support for the following services:

  • The Contracts Administrator assists program managers and employees on proposal and Contracts issues, assessment of risks related to RFPs, monitors Contract performance from cradle-to-grave (award to closeout), and has the ability to negotiate scope, schedule, pricing, and terms and conditions with Clients.
  • Strong working knowledge of the FAR.  Must have demonstrated ability to administer a wide variety of contract types including but not limited to: FFP, LH, T&M, CPFF, CPAF, BPA, ID/IQ, etc.
  • The Contracts Administrator shall also have knowledge/experience in the following:
    • Prepares and evaluates proposals and negotiates contract terms and provisions.
    • Negotiates and coordinates additions, deletions, or modifications.
    • Continuously monitors deliverables, schedules, change order proposals, and project status reports.
    • Evaluation of customer RFPs and ability to work with the program team to develop subcontract RFPs that include Statements of Work, Technical / Quality Specifications, Deliverable Requirements List and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements / Templates, Compliance Matrices and supplier profiles.
    • Monitors performance by determining compliance to contract requirements and determining need for mandatory Prime Contract flow-downs, modifications, funding, or extensions.
    • Documents files to ensure compliance to policy and procedure, customer requirements, and laws and regulations in preparation of internal and external audits.
    • Applies continuous improvement initiatives to improve efficiency of internal systems and processes within the department and other functional organizations.
    • Provides pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the group during the proposal preparation phase.
    • Maintains professional and technical skills by attending educational workshops, reviewing publications, establishing professional networks, and participating in professional societies such as the National Contract Management Association (NCMA).
    • Provides guidance and education of documents and regulations across all functional organizations.
    • Timely notification of issues and concerns to Supervisor to prevent negative feedback from internal and external customers.

QUALIFICATIONS:

  • Bachelor’s degree in Business Administration or related field
  • Five (5) years of experience in the preparation, administration, and monitoring of contracts,
  • Demonstrated proficiency in a broad range of functional assignments within the subcontract/contract field and proven skills in the ability to assess the aspects of subcontract formation including the identification of risks, opportunities and acquisition approaches.
  • Ability to multi-task in a dynamic, fast-paced environment.

PREFERRED QUALIFICATIONS:

  • Strong negotiation, interpersonal, and customer service skills, as well as ability to interact with all types of personnel in a team environment.  Proficiency in common office equipment and software, including MS Office products (excel, word, PowerPoint, email, etc.).
  • Preferred experience in procurements with staffing agencies for temporary labor, to include knowledge with the Service Contract and Fair Labor Standards Acts.
  • Experience with Grants and Cooperative Agreements

Job Title: Senior Contracts Administrator

Location : Cape Canaveral, FL 32920

SCOPE:

The Senior Contracts Administrator will be responsible for the administration and monitoring of domestic and international contracts; negotiate terms and conditions of proposals and contracts; act as the company point of contact and contracts lead; and negotiate and administer all agreements (NDA, Teaming Agreements, MOU & MOA) with customers ensuring adherence to company policies and procedures and applicable government regulations (FAR) and government laws. Reports to the Director of Contracts.

DUTIES AND RESPONSIBILITIES:

  • Administers highly competitive, major contract requirements by analyzing performance requirements and customer purchase order requirements.
  • Reviews and documents risk associated with complex proposal packages, completes appropriate contract documents e.g., representation and certifications, etc.
  • Continuously monitors contracts deliverable, schedules, change order proposals, and project status reports.
  • Negotiates complex contract requirements in accordance with Federal, State, and local laws and regulations, policy and procedures
  • Investigates and resolves claims or complaints by collecting and analyzing information. Coordinates with relevant departments on technical, quality, data requirements, and other business or contractual issues as applicable.
  • Monitors contract performance by determining compliance to contract requirements and determining need for modifications, funding, or extensions to the contract. Determines when customer directed changes are in our outside of scope.
  • Assists in procurement activities related to subcontract solicitation, subcontract audits for price and quality, and preparation of sole source selection justification.
  • Acts as point of contact with the customer on assigned contracts and participates in customer presentations.
  • Applies and may lead continuous improvement initiatives to improve efficiency of internal systems and processes within the contracts department and/or corporate and customer involvement. Recommends actions by analyzing complex data and making comparative analyses.
  • Maintains professional and technical skills by attending educational workshops, reviewing publications, establishing professional networks, and participating in professional societies such as National Contract Management Association (NCMA).
  • Provides guidance and leadership to cross-functional business team members.
  • Reviews RFPs; processes specifications, progress, and other reports; advises management of risk and contractual rights and obligations; compiles and analyzes data; and maintains historical information.
  • Advises Senior Managers and others as to the appropriate contractual strategy to follow and also advises on the full range of procurement issues and post contract management.
  • Maintains close contact with customers to maintain, preserve and enhance the company’s image with its customers, thus ensuring favorable long-term relationships.
  • Reviews solicitations, initiates internal proposal preparation plan, and schedules timely proposal preparation and submission to customer.

QUALIFICATIONS:

  • Bachelor’s degree in related discipline and a minimum of 10+ years contract administration experience in a defense contracting environment.
  • Strong background in the use and application of the Federal Acquisition Regulations (FAR) Advanced understanding of contract/Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements.
  • Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
  • Detailed knowledge of source selection/evaluation process including cost and price analysis.
  • Knowledge of requirements for and experience in administration of government property.
  • Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
  • Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.’s teaming and other forms of agreements.
  • Excellent verbal and written communication skills.
  • Contract/agreement briefing, negotiation, and review experience.
  • Experience in monitoring contracts/subcontracts of increasing complexity and value.
  • Strong business sense.
  • General computer proficiency and familiarity with Microsoft Office programs.
  • Ability to interact effectively at all levels and across diverse cultures.
  • US Citizenship.

PREFERRED QUALIFICATIONS:

  • Experience with Grants and Cooperative Agreements

OTHER REQUIREMENTS:

  • May participate in interdepartmental project groups or task forces.
  • May be asked to travel for client meetings, presentations, etc. Travel less than 25%.

  • Utilizes advanced computer and internet search skills.
